Is this a residential neighborhood block party?

There is a liability insurance requirement for alcohol to be consumed in public right-of-way (streets & sidewalks).

Generally, neighborhood block parties do not choose to invest in the insurance required, and choose to keep alcohol consumption on private property.

Will alcohol be consumed in public right-of-way?
